Is it cheat to use draft&disband?
it appears to me the effect is mostly the same as worker dogpile exploit.
little difference is more unhappiness, but in the same time more shield efficiency - no shields to build, & drafted cities can continue their production.

This is nowhere near as bad as worker dogpiling. You do have the unhappiness to deal with, and it doesn't help your score much at all like dogpiling does.

For the top players, by the time they get Nationalism, their games would be almost over anyway. Therefore, I don't see the benefit of the draft & disband. As for milkers, populations and happiness are very imporant for score, why on earth would we want to exchange population for shield (plus unhappy people)?;)

Well, you could have a city on river that goes to size 7, you draft a unit, 2 turns later you're at size 7 again, draft a unit. Keep repeating so you can disband those units in other cities to complete marketplaces/hospitals sooner. If the size 6-7 city had a marketplace, you could repeatedly do this for quite a long time, but I don't think you could do it forever. It's most effective when you are pretty far into the tech tree, so the unit you are drafting gets more shields by disbanding.

I think you would be better off building workers in the <6 cities and add them to the >12 cities to speed up growth faster and improve score more.

I concur!:)

I am sorry
english is foreign language for me; i copied "worker dogpile" instead of "pop-rushing" and did not notice it.

I mean draft & disband gives 20 shields(for riflemen) for 1 citizen & some unhappyness; and joined worker gives 20 shields (if captured) or effective 10(if built) when pop - rushing.

and about worker dogpile, in readme for PTW 1.04(?) patch i read "workers can't join starving cities any more..."

Well, those still using Civ3 1.29 (they don't have PTW), could still do worker dogpiling, so the rule still needs to be in place, so those players don't use it.
You can pop-rush and you can draft and disband.

The rule is that you can't join workers into a city to give you the citizens to poprush or draft.
