Is it just me or the Civs really do not RESPAWN?

I have seen in this forum and in some other places that people mention other civs respawining. Just like in Civ1 (I don't remember if they did that in Civ2). But for me, in Civ3 AI-controlled civs always die forever. If it is wiped, it means WIPED.

My question is - is there really such thing as "respawn" in Civ3? If yes, when and how is it enabled?
 
I've never had a civ respawn.

They tuck cities away in the tundra, they fling them out on inslands, or in your own border when you weren't looking. They even have "last ditch" settlers that depart the city and build just as their civ is dieing. Once I even wiped out the zulus to find they had a settler on a galley in the sea. He came back, I destroyed him and wiped them out for real.

But they never respawn in my games.
 
I often wipe out my nearest neighbor before my people learn to write. It seems if there is significant unclaimed territory anywhere on the map they will respawn. Sometimes it is close by, sometimes it is clear across the globe.

TRUE DAT! the year doesnt matter.I spent forever chaseing down rouge aztecs that kept forming new cities after I defeated them.They had to pass through my territory and it would have taken them many turns. But yet on the very next turn there was a new city.Once again it goes to show the randomness of this game, with some of us experienceing weird things while others dont.
 
As the Germans I chased the the English and Russians all over
a continent during one game, the creeps kept producing one last
settler!

They ran out of luck eventually, though!

Archers are a great unit!

And this ws in the BC years...
 
I find that when you're capturing the last city, it never is the last. Another one always pops up, and its usually about 20 turns walk away. By the time I get there they have two cities....but they're pathetic, barely guarded, and thats usually the end. Still, I wish they would just go away. With war weariness, you shouldn't have to walk 20 turns away to kill that last settler's new little town. And it is way too covenient that the town pops up THAT far away JUST before you deal the final blow. I think AI cheats on this...
