Is it possible to create a MOBA by using Civ 5 as a base engine?

I think there is some potential for a style of MOBA where, rather than a traditional 5v5, it is a 1v1 with each player controlling all five of their units at once.
I've made a prototype map in Worldbuilder with a small amount of the basics, lanes towers and base. Although, thats as far as i can get without modding.

This is what i think would need to be modded in to make it functional:
-Some sort of neutral tile improvement that can be pillaged, and will respawn on its own every X amount of turns.
-Completely overhaul the science tech tree.
-Add a unit limit (a player can only have an army of 5 units maximum).

What i have in mind is that science would be the only resource. it is not mainly generated per turn by cities, but rather gathered on the map by your units somehow. the science is then accumulated and spent on techs that solely give unit upgrades.
A tower is a level 0 city of yours. It cant grow or build anything, only use its ranged attack.
For a "boss" neutral objective, i think a city state will work. Its power is customizable, the razing of it can be contested. The "reward" it gives for razing it can be implemented through the civs unique traits (like the one civ who gains culture for the empire for every enemy unit killed). It would be ideal for a way to make the city state respawn.

Is this even possible? or half-possible? I think a gamemode like this could be really fun and even really deep on a strategic level.
 
Will the AI be able to even use it is the real question (which you can) except you have to teach the AI to use the new abilities that MOBAs grant which is doable at your expense of coding it yourself.

You have a better chance of making a RTS off the Civ 5 engine than a MOBA.

I dont see how having the AI be able to use the mod is necessary.

MOBA is a child of RTS. What i am suggesting to be created here is a turn based strategy game, with the gameplay of a MOBA, with the conventions of a traditional RTS (
 
The things that makes Mobas even remotely interesting (and even that's already a stretch), are the action-oriented gameplay, the moment-to-moment combat that requires and rewards map awareness, teamplay and extremely quick reactions.

Civ 5 can't emulate any of these, so really, what's the point? It would just be a super-boring slogfest imho. It's like taking a racing game and turning it into puzzle game.

Creating a game mode that rewards moba-style strategies, aka rewarding area control with resources for your empire or something like that (to force players to battle it out on multiple fronts in neutral territory) might be interesting in concept, but then again this is probably the wrong community for such things. Don't know of any mod that really altered the Civ Formula THAT much and got some mainstream recognition.

i dont care what makes you, user Ryika, enjoy MOBAs. i created this thread for information on what is possible in the realm of modding civ 5.
