New to Civ modding. Is it possible to extract and edit an existing civ?

Hello! I want to make my own custom civilization using an existing civ as a base. Mostly just extract an already-existing civilization, rename and reskin it. The problem is I have no idea where to even start. Are there any tutorials for how to do something like this? Thank you!
