Is it possible to create BLPs without asset editor?

I can't get the Asset Editor to work(there is some file it can't open and support wasn't much help).

If I want to edit the leader portrait and icons of a mod, can it be done without asset editor somehow? The art was uploaded with the mod.

Importing the DDS files without cooking them in a BLP works for icons or background images in game, but I'm afraid it won't work for leaders in game or anything in the setup screen.
