Doesnt even have to be in a city... Like, a worker function... Like, build a tesla coil (those who play Red Alert knows what I am talking about), or a cannon, as a structure at some points, for defence... Can that be done?

I'm not sure if this addresses exactly what you have in mind, but workers can already build fortresses, barricades, airfields, radar towers, and outposts. Also, you can build cannons (or catapults, trebuchets, artillery) in the current game. (All of the aforementioned are available in the Conquests version of the game, i.e., and most features are available in PTW, and less in Vanilla Civ 3.)

Nope, it can't be done. (i'm assuming you're talking about a defensive structure which responds to attackers )

You can always build a fortress/barricade and put some artillery in it, together with infantry. It will have 'opportunity fire' at any attacker.

Conquests give you civil defense,(City Improvement, late Industrial age) which gives bombard and defense bonuses to units in the city. Never used it, thou.
