Is it possible to enable spending more than 100% of in the XML?

A question: I see under the Global Defines file in the XML one can easily allow for smaller commerce increments (as small as 1%) for Science and Culture spending.

That's great, but one should also be able to do "deficit spending." That is to say, a civ should be able to spend more than 100% per turn relative to commerce on Science, Culture or both if, for whatever reason, you have enough gold to do so (even temporarily).

I am not up on the SDK but can this be enabled in XML?
