Is it value if I build City on wheat?

Because your nice wheat would be trampled by your citizens. Plus it would unbalance the game at the start I guess.
 
That's one of the annoying things about the game unfortunately. I guess this doesn't apply to the unmodded game but in some mods some resources with a food bonus don't pop up until you research a certain tech and so you may find yourself having built a city on a resource with a food bonus. If the bonus is extremely large you may find yourself wavering between disbanding the city and building one next to it or just taking the hit if you've already invested a lot into the city.
 
The tile you build your city on will always have default food, production so build on a weak tile that has strong surroundings. If you build on a good tile, your cows/wheat will be wasted
 
the wheat wont affect you if you build on it, i think its the same wiht all of the lux recources

No, shields apply too.The only case you loose a shield temporary is when you build a city on a bonus grassland (as long as it has town size, means pop below <=6).

It hasn't anything to do with the ressource class.Luxuries (and strategic resources, too) give their happiness bonus (or their prequesite function) as usual if under a city.The only thing you loose are the food boni.

Sounds like you are playing RaR ;) It is really annoying to waste Cereals or Cattle III this way.At least the human player has a small advantage over the AI, which is completly helpless in this situation.If you choose city locations in RaR carefully, you can reduce the risk of hitting a later food bonus ressource with the city tile to a few cities.If possible in any way (means you don't sacrifice to many other advantages), try the following:

- build on ressources without food bonus (you can even consider if it is worth to give up a +1 bonus...) - no risk of getting later food resource here!
- choose bonus grassland as city tile over standard grassland - no risk here, too (I think wasting the bonus shield for the while is it worth)
- build on hills, forest, swamp and jungles...avoid floodplains, grassland and plains

You still will have some risky cities, but most of them time you will have no more problems.Another thing is of course conquering AI cities on food boni...I hate razing citiesn...but in this case I do it (if there is no wonder if want to control or some other reason to keep it).
