Depends on the city and number of cities you have. I would certainly have my lux at 40% for the sole purpose of keeping my capital happy without entertainers if I only have a couple other cities. If my first two or three cities needed lux 40% and I had another four cities or so, again I would do it. To put it bluntly, my core is my primary concern, and often raising the lux won't really affect the other cities anyway; eg. a size two city will "lose" one commerce to lux anywhere from 20-40% lux anyway, and it needs it if the level Emp+ too.
 
I stated my value comparison right here with the following idea:

If you raise the lux slider, alowing you to put some guys to work, look at the amount of food and shields they provide. Then look at the amount of gpt you lose. See if it is worth it.
 
WltKDs don't reduce corruption much, but halves waste by distance 'corruption', and increases the OCN by 25%. Have problems to understand the formula mayself, admittedly.

tR1cKy: Since more than one Scientist has no effect on min research, surely a few Taxman may be fine - but Clowns in the core? Never.

@punkbass2000 - of course you're right. sometimes you find convenient to raise the slider and sometimes it's better to use specialists. it depends on the situation you're on.

@Doc - never say never.
Deity, city size 3 with no temples and no luxuries connected. 2 military as mp. The 3 pops stay content. The city grows size 4 and the 4th pop is unhappy. Assuming you don't want to use the slider, the 4th pop must be turned into a specialist to avoid civil disorder. A taxman is fine.
But what if one of the 2 mp is needed elsewhere? Another citizen turns unhappy. Now the taxman is useless. You need a clown to avoid civil disorder.
 
But if you have a large empire, isn't it a bit stupid to make the whole empire produce luxuries, even in cities that are 100% happy?
