[NFP] Is the AI building the Diplomatic Quarters in your games?

In my game, only one Civ built it out of 11 AIs, which is a shame, considering how that can make offensive Espionage a bit more tricky, giving some extra protection to AI cities that have the DQ or an Encampment. It would also give the AI some pretty decent yields and more envoys, so it's yet another disadvantage for the AI if they just ignore the district.
 
As I often found AI building the Government Plaza as the first district of a crappy 6th or 7th settled city, I won't be surprised if AI cannot handle another 1-per-empire district.

They’re not even improving luxuries in my last two games.
And no, no hide nor hair of a consulate to be found.
 
In the game I'm playing now I was invading Sweden at one point and I saw they had a diplomatic quarter. Haven't really checked to see if any of the other civs have done so but now I'm curious...
 
T 294, I lost the game that turn. Out of 13 AI opponents...

...5 had the diplomatic district and both buildings
...1 civ only the DD and the consulate (the latter currently damaged)
...2 civs only the DD
…2 have the DD under construction
...3 didn't start to built it yet at all

Indeed, it appears to be similar to the goverment district.
 
I've played two games thus far, both huge maps with 12 players. In the first game, which was 100% peaceful, I played long after victory to test the final stage of voidsingers and looking at that save (T238 normal speed), 9/11 AIs have built them and 4 have buildings in them. The second game is domination and there's only one AI left in the last save I have (T183 norm. speed), but they've built it.

Still haven't seen the AI build vampire castles in either game, though at least they use their vampires in combat. I wonder if it's because of their tendency to leave tiles unimproved in general or if the functionality has been even coded in.
