Can the AI's battle tactics be modded?

to a certain extent, yes they can. you can change the weights on what they build, not sure how much you cna do about how they use it though.
there are a couple mods in the DB that do a decent job of it, Battle AI is a good one, I use it in conjunction with the flat 1 gold unit maintenance mod (forget the exact name). this lets the AI build a staggeringly large army if left alone to produce, and they use it better than in unmodded V, if its still not great. I have had some truly epic battles with these two mods, but it is also alot harder, since you can easily be overwhelmed if you don't use strong tactics. on anything above prince, you will always be outnumbered untill you break the AI's main force.
