This was a feature in Civ2. When you capture their capital, outlying cities could split off of their nation and form a new nation. However, like I said, it's not in CivIII.
That is a feature that's missing from Civ3. If corruption in certain cities gets above a certain value, it should be programmed in so that a rebellion will occur. It happens in Medieval: Total War, and it would be easy to program.
"Civil War" can not happen in Civ 3 the way it did in Civ 2, much to my dismay. You can, however, play a scenario that pertains to the Civil War itself, and as of Conquests - you can also force war &/or alliances so that you can carry it from the start of the Civil war to the end of game time.
I think that instead of civil war in Civ3 we have civil disorder. It's kind of like civil war because your own people are against you. It's also like civil war because if civil disorder gets out of hand you have anarchy, or in this case people get split up. Until something happens the government then gets back in control or in this case one side wins. There isn't much difference.
