Is there a in-game World builder in Civ 5?

One of the few things I miss from Civ 4 is the in game world builder. Not so much for the cheating, but for testing out combat stats for my personal tweaking mod. I seem not to see it released this year or maybe I am missing it. Any clues?

Well I cheated a lot when I first got the game with it,, but I still really want it because I love seeing how the globe is with all its wars, and I also like to help out an AI every once and then

I don't. Too tempting with the option right there and after the AI beats me to an awesome wonder by just 1 turn I rarely have the willpower to resist razing its entire civilization to the ground with legions of tanks and nuclear bombs.

I don't cheat (literally ), but it's very useful for city placing decisions.
