Is there a mod yet stopping the global dominators?

I just finished my first Prince game.
It took place on a continents map, and Bismarck sure gave some other famous german leader with aspirations for global conquest a run for his money.

Anyway, that's not the first time I saw that - in every game there seems to be at least one powermonger that goes for world conquest, and almost every AI player seems to be a more or less ruthless expansionist.

But this isn't a straight up wargame, this is Civ, and if I try to pull off the same, money and/or happiness issues will surely stop me long before I get to fifty cities (that's about what Bismarck had).

Is there yet a mod that addresses this?
I'd like AI players to be forced into staying a bit smaller as well OR risk having to suffer the consequences.
There must be a point where acquiring even more territory tips the scales and lets you fall behind technologically.
Revolts would be another possibility, but the AI doesn't currently seem to be even plagued by happiness issues.

A very first step would be - since the AI is completely unable to cope with the 1UPT concept, ESPECIALLY on the defense - to vastly increase city HPs as tech moves on.

Sadly, I only found the reference to increasing city HPs in the Policies file. Can that one be used for techs as well?
In which file does one change the city base strenghts?

And, like I asked initially, is there already a project underway trying to address these issues?

There is code imbedded into the game that isn't available to modders right now that auto sets a handicap to the computer. I believe it might have to do with game era, or perhaps the current score ratings of the player (the higher the score the more likely they are to suffer the full effects). Currently all computers suffer half (or less) maintenance from roads. I suspect this is primarily becuase they are idiots with them. They have anywhere from 50-100% maintenance from buildings, and anywhere from 30-70% (I think) from unhappiness both for number of cities and for population. Note that this is hardcoded.. the actual settings in the xml for prince make you believe they are on the same playing field as you are, but that's not even remotely true.

Try running firetuner and observing bismark in that game and see how high his penalties are. It might be close to 100 if I'm correct on his ranking in the game playing a role. There is a mod however already out that increases the hp and heal rate of cities. You could also try setting the number of units per tile to 2 and seeing if that helps the computer cope on a tactical level.
 
Simply buffing city defense will change it. So my total war mod stops it, balanced-playable slows it, art of war mod also slows it. I'm not sure if there's any mod out there that only increases city defense *shrug*.

Most likely the easiest way to stop it without affecting the game is to set the expansion flavor to 1-3 for every leader. Or go to handicaps and give higher difficulties a more modest AIhappiness modifier.

As far as city hp being affected by techs, no you can't atmj I think. HOWEVER, city STRENGTH can go up based on techs, as seen in the global defines down at city combat values (global defines is the only xml not in a folder, if you missed it).
 
Well, thanks for the tips Slowpoke, I'm gonna take a look at your mod tomorrow when I'm back at my gaming pc.
I could do so right now if you had bothered to attach the mod to your thread, but I'll guess I'll survive waiting a day.

Atm, art of war is better than mine, you're better off using that.
