Not exactly a solution, considering what OP wrote in the first place. League can serve as a way of finding decent players, but majority of games there can be seen exactly like the ones OP described. If you don't believe, feel free to count the %%%. CTON with "always war" and 100/120/whatever close/ turns limit. Can be great fun, but it's a skirmish nonetheless. Various teamers, yet most likely only two teams included. Also fun, but fitting into description as well. OCC, preferably with equalities for balance's sake. Already described (almost verbatim) by OP. And that's it. Instead of early quitting you can see "quantity sickness" because those ppl who are refraining from using profanities only because of their stats (box-threat...), want also more => shorter games to get better stats. I can sometimes have a laugh thanks to another incarnation of "George Bush eats babies". Flame wars where both sides prove opponent's noobness and waste so much time over arguing "scrape, scrape!" "no, not this sub!" "imba map, but you still suck!" can make accidental bystander

PitBoss or PBEM games can be found there as well - although such games have a higher standard not because of the league rules, but thanks to the players themselves. Not a surprise you can find those games on this forums as well, it takes only comitted ones, not necessarily "i wanna whip an army like the pros do" ones.

http://www.civearth.com - the place to find - rare, but still present - Earth games, on several maps and sometimes with several mods as well; I believe they also recently appeared on league pages, but don't care about stats too much; games are long, provided you won't suicide in the beginning or fail in diplomacy challenge => get raped by neighbours of the one you're invading

If you can enjoy similar maps but in a more complex game than "use pro build order and spam some units and ftw" one, try this.
