Is there a way to assign grievances?

I'm trying to make a mod that in part adds grievances to a player if a certain action is performed; but I can't find any Lua API calls in the references that mention grievances.

Is there any way to add them to (or subtract them from) a player (or rather, pair of players, to the grievee wrt the griver lol)?

All I can find is, in the Civ VI Modding Companion, under Effects, something called EFFECT_ADJUST_PLAYER_GRIEVANCE_GENERATION which I don't know how to use (this is my first mod).
