Is there a way to change the way the screen scrolls?

You can click in the minimap and jump to that location.
You can also do this jump from in the city screen or the F5 military advisor screen.
in my experience... Scrolling in Windowed mode only works by left/right keys. In full screen you can also scroll by moving the mouse off the edges. (I think this is what you are objecting to).

Left-clicking over in the direction a want to scroll to works a bit better.
It jumps most of the way, but it still does that gliding thing for the last bit.
I really find it unpleasant, but I don't see others complaining about it so I must be the odd one.

my biggest beef with the UI is how the screen scrolls too slow. i thought it was my video card that was to blame so i invested on a better computer to get rid of the infernal gliding. turns out i was wrong. i found out only later, via a quick google search, that that was how the UI was intended to work whether using a high-end graphics card or not. moral of the story: l2google first because stupidity is expensive.
