Is there a way to enable background sound?

Its so annoying to constantly have sound/music cut out when you alt tab into something else.

Yes, I notice that. It would be a good option.

Of course, you could make your own playlist and play it with a media player while turning the in-game music off.

I agree, alttab to other things constantly as i hve two screens, so on the second one i might have a civ wiki open or steam or something and the music and sound stopping is really annoying.
