Is there a way to modify culture range in detail?

Finally found some more time for CIV this weekend. Building up on my previous terrain adaption mini-mod, I was playing around with cultural expansion a bit. Basically, my goal for the time being was to have civilizations (or rather their culture) expand on their own (outside any cities range).
I want to create a settler-less game mode.
In principle, it works fine, although I have some conflicts with intrinsic events right now, but these can be resolved.
I made any plot which is adjacent to any players terrain gain a certain amount of that players culture every turn. How much that is depends on various cicrumstances, it's fast in grassland and plains, slow in forest and hills and extremely slow in desert or jungle. Rivers speed the process up, while a peak will halt it completely.
It all works nicely, and civilizations (cultures) expand fast and on their own.
However, even if a player becomes cultural owner of a new plot, it doesn't get his borders on it (cultural range).
I got around this by creating colored tiles with CyInterface, but this looks ugly as hell, plus I WANT cultural borders to expand that way.
So, any of you pros out there can give me a hint on how to pull this off?
