Is there a way to remove ocean embark from Polynesia in the configs?

I know I can use the Advanced Setup to prevent Polynesia from being included but is there a way by just editing the config files that this can be done?

Ideally I would delay their ocean embarkation until the 3rd era, but I'd be happy with disabling it all together. If neither of those are possible then can I remove polynesia just editing the configs?
