Is There Any Way To Change Civ Colors Without Creating A Mod With The Editor?

It seems that we can't have other colors working from the beginning, when you start a new game....
....just like when you change that numbers in civ2 rules.txt

The only way seems to be the creation of a mod, with the editor...
...BUT IT DOESN'T WORK!! THE GAME CRASHES AFTER 1 TURN!!!
