issue with cursor position

I just installed Civ IV on my computer. First I had an issue with an error message. I was receiving a "failed to allocate video memory" message and crash when I tried to start the tutorial. I did some research and figured out that I can play the game by opening it in a window instead of full-screen. it plays fine, but the cursor position over a tile doesn't seem to match what tile it's on. The pop-up window displays information on a tile that's next to it instead, usually the one that's a little to the right. it's very annoying and I really can't enjoy or even play the game this way. Has anyone else had this problem? could it be related to the graphics issues?
