If I add 5 to each era in Itechcost, what difference should I expect in gameplay? I assume it will cause tech research to be slower and make the ersa each last a little longer.

This is the same as slowing research by 5%. There are other places where you can do this easier (in the game speed file, for example).

The era-based tech cost factor is intended to allow different tech speeds in different eras.
