ITR bug

For some reason whenver I play the ITR scenario Austria never seemes to buy up any city states. She expands like carzy and has a huge GPT (200+) but never seems to buy them up. In my current game as Byzantium the only city staes that have disapered are...

: Jerusalem and the Vatican

: Naples and Ragusa

Florence

: Belgrade

All of these city states were conquered by me, excet for Jersualem who was conquered by Saladin.

Anyone else having this problem
