I am a little confused. Although I have played the game every waking minute since I have gotten it, I am still new to it.

I have been playing a game and am trying to complete construction on various items within my cities. It shows that my empire has a total of over 1500 gold pieces in the treasurey. Why can't I finish building things.

In Civ 2 it seems to me that you were able to purchase things as long as you had the $.

What good is that $ if I can't use it?

If there is already a post on this out there please direct me to it.

What exactly do you mean? Can´t you buy things at all, or are they just too expensive? Can you pop-rush instead?

In Civ 3 buying improvements is more expensive than in Civ 2, but it is still possible. I do it a lot. You have to be in the right government though. If you are a despot or communist you use pop-rush instead, meaning that you sacrifice some citizens instead of money.
 
Does he mean rush-build?

In the city window, click the green square icon (flying feet?) or use the H key. If this is want is being asked.
 
If you have a 2-mouse button, move the pointer over the city and click the botton on the right side of the mouse. One of the options is 'Hurry Imporvement'.
 
I know that it will say that there are so many turns before something is completed, but can you find out anywhere how much gold it costs to complete things?
 
Yes. Press the "rush"-button in the city screen and a window will pop up telling you how much it will cost to rush-build that improvement. You are also given the choice to either spend your money/population for rushbuilding or not. :)
