I'm glad you like them, and perfectly understand your feeling. As I mentioned few days ago, I myself don't use even the half of those units.
For what I've seen, RI kept the Civilization original spirit, and to be honest, the units I make are designed for wargame-like mods, if we can name them this way. But be assured that knowing you're scratching your head thinking of the way you could integrate some of them in your mod is a pride for me!

This IJA/IJN pack is probably the best representative of what I wanted to do in Civ4. I had to use my archivist talents, spend dozen hours to scan the thousands files I had, check which elements could be picked up, which one to design by myself, check all my head textures collection, recolor some microscopic parts of textures, etc... with the aim of bringing a personality to each soldier so that, when all put together, you could have a real squad. And using things made by other creators to put them all together was the best tribute I could pay to them, I think.
Honestly, I really like creating models, but this one is the creation I enjoyed to do the most (not sure of my english on this sentence...).

If you're asking "anyone", then this is not the good thread to ask. But if you're asking me, the Boxer is one of the 76 "started but not finished" projects I have in queue.
The good news for you is that it's in the "to animate" category... :)

One more APC for your collection, the BTR-T equiped with a 2A42 gun. It was a T-55 modified to become an APC/IFV, but never got into service. However, I like the design (the turret looks really nice to me) and said to myself it could make a good APC for those who have mods/civs using custom/stolen vehicles. Anims included.

Made a Boxer GTK, actually turned out fine, removed the wheels from the Sketchup model, as wheels are ridiculously high poly most often and instead used KrugerPritz Rooikat wheels, now the nif is 430kb, still too much for Walters preference but I might just post it if anyone is interested cause its still a cool looking APC.

We're now a few to make models for this game, and even less to upload them as standalone. I'm speaking for myself, but I think I'm not the only to enter in "the second half of life", with job, partner, kids, health... to deal with prior anything else. So you can make requests, but have to be patient and don't expect them to be fulfilled in the hour.
Else your only alternative is to do it yourself.

Re-modeled to make it more CivIV-friendly, using jetfighter.kfm as requested. Could make a good interceptor for FF mods I think, with slight modifications.

Now from my own projects. After having produced infantry squads for my sci-fi mod, it was time to continue with vehicles. And as I was in a dwarven mood...

Here's the Hildrùng, a combat mono-wheel used for reconaissance and light infantry support. I was a bit afraid the pilot in would overload the polycount, but it hasn't. I used one of the characters I uploaded before. I've made a specific tread print for it, you just have to point the model's directory when editing your xml artfiles. The custom tread print is of course intellectual property of the Najn Engineer Corp.

Next comes a combo of two armored vehicles, the Kobaldr.
Intended to be the Najn Engineers Corp's APC, I felt it needed engineering tools. So I added a snowplow blade and a flamethrower to melt the ice. And incidentally burn the close opponents.
The first model is equiped with a twin minigun turret, the second has a missile launcher turret for anti-vehicle purpose.
Both have their own kfm included. I also added the flamethrower effects in case you can't get them; credits to AlazkanAssassin for the original concept.
