If I understand your question correctly I believe the answer is no.
Only fighters and jet fighters can protect ground units from air assault. The fighter/jet fighter must be on air superiority mission and the ground unit must be within the range of the fighter/jet fighter. Keep in mind though a fighter/jet fighter on air superiority will only defend against enemy air attacks once per turn.
That's kind of what "zone of control" does, except that instead of attacking, units with ZOC get one free shot against units passing by it. With 1.21, I guess the $64,000 question is ... do/can artillery have ZOC?
Mobile anti-aircraft unit sounds good. However, some units should get some kind of passive defensive abilities, they should shoot down enemy planes when attacked. Modern and late industrial age ships for example... By the way, cities can be defended not only with fighters but also SAM batteries (units in the field cannot).

Jet fighter can be use to bomb an a.i. city defended by fighter, if a.i 'fighter try to intercept your jet fighter, then your jet fighter will engage the ennemy fighter and most of the time destroy it. I got some elite jet fighter this way.
I use carrier with 4 fighter or jet fighter on air sup. to protect my sealanding.
