Judicial: Lower courthouse costs, lower corruption, and no anarchy

Religious: Same as it is now, except a normal anarchy period (1-6 turns)

I like the idea, I think the Americans, Romans, and Greeks, to start with should be Judicial...

* With half-priced Colloseums, and the added improvements: Theaters, Opera houses and Movie Theatres.
* Cultural great wonders would be Shakespears Theatre, Great Opera House (of Sydney), Bachs Cathedral, Hollywood, etc

Suitable Civs would be France (CULT COM) and Italy (CULT REL).
