"Just Eat" achievement

This achievement requires a city to produce 1,000 food per turn.

What is the best way to go about this? In the city with the best land, I built farming quarters on more than half of the tiles with all of the improvements possible. The city population outpaced food production growing to 60+ population. The most food I was able to reach per turn was 153.

Do you have to have a food surplus of 500/1,000 or just a raw yield? I got those achievements (Just Eat=500, All You Can Eat Buffet=1,000) last year and cannot quite recall... Obviously, Agrarian cultures really help, and if you do need the food surplus, you can use population buyouts and producing low-production/high-population-cost units. Best of luck!
