It seems at some point dwarves can move thru mountians (go figure I didn't think to try). This got me thinking, doesnt it make sense then that dwarves should be able to build in mountains, much akin to Malakim making deserts usable and Doviello making tundra usable?

I agree - every other terrain type is used in a bonus way in one form or another.

Can't the Khazad build mountain shafts next to peaks?

Oh my bad. It was an idea we thought would work for them, building a superproductive mine next to a mountain that symbolized their mountain mining but doesn't make their workers able to traverse mountains.

Yeah, I thought it would be interesting if dwarves HAVE to build in mountains and if they don't they act like the settlements of the Kuriotates civilization.

to keep in with game mechanics & to even things out (so that other nations are able to pillage/etc), why not have an ability that allows dwarves to terraform mountains (ie converts them to hills), sort of like the equivilant of vitalize.

This way they can gain the benefit of utilising the tiles, but it also allows other civs to pillage improvements placed on them etc.
