From a coding perspective, is it possible to change tourism (or prestige, as has been suggested) in such a way that we can spend it just like faith and culture.

Tourism is boring right now.

Sorry but no! Don't even think about changing the 'Tourism' mechanic.
It isn't broken it is just different.
BNW has been out just long enough to let us see what it has. I believe we need much longer before we make radical decisions on the NEW mechanics.

And shouldn't this really be discussed here.

While I agree we should spend more time looking at the existing mechanic, I do think it's currently broken.

Even proceeding fully towards a tourism approach (including buying great musicias/writers/artists with faith), I have never come *close* to winning a cultural victory with tourism, while I was able to win the existing social tree way frequently. I always end up building the spaceship instead in BNW. I think there needs to be much more availability of tourism if you focus on it.

Zaldron i thought that too at first, but with practice its becoming one of my preferred victory conditions.

The key is a focus on great people: artists, musicians, and writers. Get the great works whenever you can. But other than that, for most of the game you can play whatever style you want.

Once its late game then you need to focus on tourism bonuses, and functions like trade routes and open borders to maximize your tourism with needed civs.
 
It was extremely easy taking the tourism on wonders belief my last attempt at it. I had culture victory wrapped up shortly after reaching the industrial era between wonders (especially those that give free WAMs or GW slots), aesthetics, trade/open borders, specialist slots on WAMs and aggressive use of archaeologists and museum themes. I didn't even have hotels and towers up yet. Early tourism has a large impact as it keeps counting constantly.
