Knights are not healing

My knights are not healing after taking critical damage. In my last game I had a knight at low hp for most of the game I did not realize this until dozens of turns later. This new game I captured a knight with the Mongolian trait and it was low Hp so I am healing it back at my city but after the war its still low hp.

Nope I guess that is the problem. I need to capture their iron city or city-state.

The trick if you have no iron is you need to pillage, only way to heal without iron.
