I have a few civs I'd like to make for Civ VI. There's a considerable portion of empty space the eastern part of Europe maps that I want to fill with things (and other places).

All of these are in the early design phase and I'm seeking input and ideas!

YAKUTIA

Leader - Tygyn Darkhan (LA TBD)
UA - TBD (based on elements of my Civ V version?)
UU - Batas Cavalry - Replaces Knight. Does not require iron. Lower melee strength than the Knight, however it starts with the Ranger promotion.
Unique District - Toyon's Estate - Replaces Aqueduct. Does not require river/mountain adjacent. Can't be placed adjacent to city centre. Provides same housing bonus as Aqueduct. Performs culture bomb.

SIBERIAN KHANATE

Leader - Kuchum Khan - LA: All Non-siege units can move after attacking
UA (unnamed) - Encampments and military buildings built 2x faster in cities built on Tundra.
UU - TBD
UI - Selkup Fishing Village - Provides +1 Housing and +1 Food. Additional +1 food if adjacent to a camps or pastures. Must be built next to rivers and not adjacent to another Selkup Fishing Village.

MORDOVIA

Leader - Alyona (LA TBD)
UA - TBD
UU - Forester - Replaces Builder. Has an extra charge and grants military units +2 movement when in an escort formation.
UB - Apiary - Replaces Water Mill - TBD

KARELIA

(All TBD - suggestions welcome)

 
Maybe Karelia could have something like a Pogost as a unique improvement or infrastructure, with something along the lines of faith adjacency bonuses from forests? Even that isn't necessarily unique to Karelia... Other than that I have no idea what could be used as its uniques and leader. Not a ton of material out there to chose from, that's for sure.

Right. This all sounds great, but I'm unsure about how a Karelia Civ would work (Was Karelia ever a distinct civilisation/nation), and also a little confused by Mordovia being a Civ as well- was this Alyona actually in any way connected to any sort of Mordovian nationalism? All Wikipedia seems to say is that she was a military leader who opposed to that Tsar, and was part of a peasant revolt led by a Cossack leader.
 
Well, Karelia could be the Karelians before Sweden's conquest in the 14th century, but it would still be very close to a medieval Finland. BTW, I'mm not too sure that's a blank on the map: Karelia has been swedish, russian or finnish for almost all of its history. If we consider that Karelia is not covered by any of the current civs, then Finland could be as well, and it's certainly a much more popular choice.

There was also a romantic movement associated with Karelia in Finland, called Karelianism, which is probably the closest thing we could find to a pan-finnish movement. It also mephasizes the natural beauty of this region, and the authentic customs of its (finnic) people. It is sometimes believed that the Kalevala was in fact composed from Karelian folklore instead of finnish (though I find these theories obsolete - there are clearly scandinavian elements in the Kalevala, and Karelia as an untouched haven for a finnish culture is largely a romantic myth).
 
Another Russian state that you could make would be Kalmykia- Ayuka Khan who ruled the Kalmyk Khanate would seem to be an obvious leader choice.
