Kongo denunciation properly implemented?

Not sure I'd call this a bug, but I wonder if this is the way it is supposed to happen.

Kongo complains and then denounces before a missionary could possibly have gotten from the Holy Site of a newly founded religion to his nearest city.

Yeah, there appears to be no "grace" period between when you found your religion and when Kongo yells at you for not spreading to him.
