[GS] Kupe agenda issue

After the patch Kupe denounced me for not following his agenda. But I had not a single tile improved or harvested then. I didn't even have a builder. My city was working some tiles adjacent to a natural wonder. Could that have been the problem?

Could it have been his hidden agenda?

No. It was clearly stated that denouncement was because of his agenda: Kaitiakitanga : He respects the environment and likes leaders who do the same.
I assumed by this he means not improving or harvesting resources. I did neither. So either a bug or I dont understand the agenda.

You know, there was a patch note that said the environmental agendas had been reversed, but that they were now fixed. I wonder if they weren't reversed at all before. Or, maybe they just forgot to fix Kupe?
