Kuriotates and sprawling

and requiring 8 cities to get 2 normal, yep. anything else that allows potential unlimited super cities is sick. production is easy to get, space is not quite so easy.

I generally agree with the building hubs option, but the settlement can't be the one to produce the hub. Settlements don't produce anything now (or am I wrong? I never play the Kuriotates). If you allow settlements to build hubs, that would be the no-brainer thing that you would do for every settlement -- you aren't wasting production that could be used elsewhere. Now maybe if you had two kinds of settlers, one for cities and one for settlements, or maybe make an existing unit (scout?) have a "create settlement" option...
 
Given that Cardith has Philosophical, he doesnt really even need more than 1 super city to be competitive.

Considering that his best chance at a victory is Cultural Victory I wouldn't really say this. And no, I don't consider the Altar of Luonnotar a victory condition worth of the game (Civilization). There is almost no strategy involved in achieving it, and it's always turned off in my games.
Also, popping out Great Prophets in one city won't keep Kuriotates alive long enough to win. You need more than 1 city to produce enough units to withstand a possible war with other civs. In fact, even 3 cities aren't enough I would say, since I've never seen Cardith end one of my games alive, unless it was me to play him.

maybe you would have to first "upgrade" your Palace to a higher version, after which you can build a hub in a settlement, both the upgrade and the hubs would cost more each time.

I don't know how can you claim this when the AI never finishes a game. Did anyone EVER witnessed Cardith winning ONE game as the AI ?
 
For my two cents - i like the Kuriotates as they are currently implemented. I play on Huge maps but ironically i get tired of managing lots of cities by end game. A civ that limits the amount of cities while balancing that negative with increased tile workage is a great option. Even if i didn't like it i think it is worthwhile as it forces/allows a very different playstyle. But then i am probably one of the few who liked the orcs having scorched earth and still played them sometimes for the same reason.

I like Kuriotates actually. But I think this civ needs some work done in terms of balance and playability by the AI. In the hands of a human player it's ok, but the AI really has no idea how to play it.
