Kuriotates settlement bug?

I'm in a multiplayer game right now, playing the Kuriotates.

And for some reasons, I'm not given the choice to make a settlement, it automatically becomes a city.

Using FfH2 0.41j.

IIRC You don't get the choice in multiplayer games because it was causing OOS.

Indeed, and new "cities" beyond the city max will become settlements

I believe once u lose one of your actual cities u can upgrade one settlement into a city, and so-on
 
I really wish it was that way in base FFH. It is so much more useful to be able to claim land quickly with a settlement, then upgrade it to a city later if you need. Rather than stress about getting the right city spots and losing out on claiming land
 
Indeed. If there's no better solution for this OOS problem, the FF/RifE variation is much fairer. Big support here.

I think the FfH team really should think of another solution as this really cripples the Kuriotates in MP. In your direct environment you can find one maybe two new places that are worthy to be a city, but not more. The current solution forces the Kuriotates player not to found settlements at all until you conquer an AI capital, to look for a good place for aeons or to choose abyssmal bad places.
 
Does anybody know where a Modmod would be that makes new cities automatically settlements in multiplayer (FFH2)? Or how to modify the code to achieve this?

Else I can't play Kuriotates in Multi..... :-(
