Kuriotates settlements having a maintenance cost?

I played as the Kuriotates a long time ago, and did not like them too much. I generally play Random games, and I end up most of the time with the Amurites or Malakim.

I started a game last week, and got the Kuriotates, so I decided to give them a go. Upon placing my first settlement, I noticed that it can work a tile. I did not care too much, thinking that anyway, all production and commerce was lost because it was a settlement. But no, it is producing commerce, thus gold and science!

Then I noticed a -2.40 gold for maintenance... This is bad. Because I place my settlements far away, to get new ressources. Is this intended? I went through the changelogs for all patches of 0.41 and 0.40, without any success. I repeat my question, is it intended or if it is a side effect of another implementation? Is it a bug?
 
I did some testing, and apparently Kuriotates settlements must pay maintenance until the discovery of Cartography. It is not necessary to switch to City States, just researching the technology will remove maintenance costs from settlements.

Really? Wow, that's useful. I might have to give the Kuriotates a go one day...

I usually don't research Cartography, since God King is enough for me, unless I need Open Border. If not, I usually get it through a trade later in the game. Now, I think there is an additionnal incentive to try and get the three giants!
