My labourors are stuck in a loop between building railroad and highway. They stay on one plot and alternate between building railroad and highway. When given an order to build a highway on several plots, they just stay on the one plot in a forever loop.
When I give them a direct order for highway on one plot, then they build a highway. But whenever I automate their work, or give them an order for multiple plots, they are stuck in a loop.
