Lack of penalties for reconquest war should be lowered over time.

If I capture a 2 pop city in the stone age and am magnanimous enough to NOT stomp out that player, they should not be able to freely capture the city which now has 20 pop in the modern age without penalty. That city has been assimilated into my culture at that point. THe original owner's claim should have long expired.

In my opinion, a reconquest war should have no penalties during the same era, and the next, of when the city was conquered. After that, there should be scaling increase, say 25% per era, up to 100% of the penalties of a formal war.

I do agree that it is very frustrating that even eras later after the AI has officially ceded a city that the reconquest war can always be used without penalty. If a reconquest war fails, or if a number of eras or turns pass with that city no longer contested, the casus belli for that city should be disabled. Of course, if other cities are conquered by the defending power during a reconquest war, those could still be the basis of claims, but at some point you should lose your claim (or at least it needs to be seen as more of a penalty later with integration, new culture moving in, etc.)
