How is GDR able to perform both land melee and range (against cities) and sea attacks?
I gave the same ability / effect type EFFECT_ADJUST_UNIT_FIGHT_WHILE_EMBARKED to other units, and also modified ArtDef, but all they could do is to not embark at sea and retain full strength, but unable to initiate attacks like GDR does.
