Think about it if you could only speak to other countries if you knew there language so you would have to research languages and the AI couldn't speak to you if they didn't know your language.
Its not entirely how it should work though i suppose. Perhaps there should be a chance of an embassy failing to be established as the language barrier proves too great? Might be abit annoying though considering that the AI rarely establishes its own embassys...

Funny you should say that...in my current game (Warlord) I neglected to establish any embassies until way into the game.
About half my rivals established Military Alliances to beat on me, which apparently needs a Embassy to initate.
I was so busy dealing with the one hundred Barbarians that swarmed my eight lightly defended cities, and then dealing with four nations attacking me from two directions that I hadn't established any embassies until the first of the attacking nations re-signed a Peace Treaty with me.
I think Dell19 has the right idea in that the language barrier is probably covered as part of the cost of establishing an Embassy. Not much point in establishing an embassy without someone in the staff who can speak the language. Some countries cost more to establish Embassies in, must be harder to get someone that both speaks the language, and can convince certain rival nations that an Embassy is a good idea.
Obviously languages differ the further away the civilization's capital is, which is perhaps reasonably accurate since empires closer might develop similar languages...
