well, even if i'm a superpro of CivIV (had a cultural win on chieftain and a diplo win on settler level), it's my first guide so be indulgent....
This guide has been written to help people at chieftain level. Remember, the hard difficulty of that level prevent you from things you want to do in others level (monarch and emperor, maybe noble), so don't be surprised. This is a guide to win, not to have fun!!!
- Leaders: Financial is very good, creative is not bad at the beginning, organised is the usefull since you will have huge amount of civic upkeeps (about 12-20 gold each turn) and financial can't afford it. Industrious is a no brainer since you won't have the time to build some wonder before expiring if you don't have it. aggressive is crap since with a good strategy you will have tech lead over AI, wich is better than a promotion. Philo is amusing but the amount of GPP with wonders won't be used so much in the late game. Spiritual have little use.
-early game: found religions (yes with an "s"), as much as you can. you will be short on boudhism, but the others six are fine, build stonehenge, and all the others wonders in yours 6-10 cities you will have
don't bother building too much military go on expanding
-workers: automation is a good thing since the AI knows very well how to do it. but i like making it myself just following the AI blue circles
-war: the only way to win a war at this high level is the "stack of doom": get a lot of every kind of unit you have on a same tile and go to the next city, raze it , next city, etc, etc
-conclusion: chieftain is a level where high skill is needed. Forgot what you learn from Emperor and monarch, you will be a piece of crap. I'm a ruler of CivIV, a true pro since i have it for a week or two, and i'm the best. so believe me, that's the only way to win!!!
PS: cut down one forest tile, leave one for later, cut one, leave one for later....
