The leader heads look way of from pictures of leaders on artifacts in the age of antiquity or middle ages. I think that civ 4 don't want the leaderheads to look like any of them, they just making things up as they go, since their budget is low.

Thank god they didn't use all the resources on the leaderheds. That's all I'm saying.
