I think whoever has this combination will be a juggernaut, especially if they have a UU in the late middle ages / early industrial.

Philosophical-100% of the Civilization's birthrate and half cost of Libraries and Universities.

Organized-Civic Upkeep costs half the original cost and Labs and Courthouses are cheaper.

If there isn't a Civ that has this setup, I know what my Sith Mod will be now. Sith Lord replacement for knight. It's so crazy it just might work. :evil:
 
Hmmm, given what we have heard from the 1Up preview, I am assuming that the half cost for Organised refers to the Maintainance cost of cities. What do you think Javal?
And, yes, I agree that your Sith nation would be almost unstoppable. Take it Emporer Palpatine or Darth Vadar will be your leader?
Oh, lastly, I confess that I do not understand why the Philosophical trait gives a bonus to birthrate!

Yeah, it must refer to your maintainance.

This combo means growing quickly, fast tech development, lots of extra cash with lower maint all around plus cheaper improvements to reduce the maint cost even more. Combine this with some good civic choices and healthy religious campaign, by the time the expansion phase was over, my Sith Lords will be slicing their way through all who oppose me. (DAMN, I WANT TO PLAY THIS GAME, NOW!!!)

I would more than likely use Sidious as my leader. (sounds cooler!) :D

Maybe a Philosophical civ is like The Republic of Plato. ;) Reproduction (or rather breeding) is organised by the rulers (philosophists) for optimal efficiency. Also, children have no real parents or a way of knowing who their biological parents are. Instead, upbringing of children is left to the profession of care-takers and educators. Ah, what an ideal society. ;)
 
One would hope that there is no best combo (but that perfect balancing act is ridiculously hard to achieve), but rather different playstyles that work if played well.
