Leader Won't Talk

situation:

i'm at war with ragnar and bismarck, raggy is a vassal of bismarck

i hover my mouse over raggy on the score thingy in the lower right of the screen and raggy is willing to talk to me, but when i click on raggy nothing happens

when i click on bismarck he says 'don't want to talk'

is this a bug? if so what can i do about it?

You can talk and make peace only with the master, and when you make peace with the master, automaticly with the vassal.

In other words, you can't talk to a vassal you are at war with.
