Leaderheads, Modern War on Terror Scenario

Id like to see a scenario with 31 countries, their real govt's, with real computerized leaderheads like George Bush, Saddam Huessein, etc... All 31 of them real leaders.
Id also like to see them incorporated into a War on Terror Scenario!!!

unfortunately though i'm about as good at editing the game as Lisa Riley is at dieting. It would be good if Firaxis provided a scenario where you could go to the UN demanding that countries join with you in eradicating the threat of WMDs and their proliferation. You could use spies to prove the existence of these weapons or the construction of them- and if after no materials are found you could take a reputation hit- if your spies are wrong in their reports. Would this be impossible to implement or a possiblility. The UN would certainly be a good introduction.
