Leaders and Wonders

So here I am, the noble Persians, and I am at war with the contemptible Russians and the insuferable Babylonians, when they all up and decide to start building J.S. Bach. Believing that this is a Wonder that no self respecting civ can do without, I get my leader to my capital where I am doing my little WPA project. Loo, I can't seem to rush this job even with the leader in the city. Please help!
