I got this legendary start as Gitarja (Majapahit is founded atop Marble) and I would like some assistance figuring out placement.
* I'm thinking of not going for a Religion Victory, so I don't need a Holy Site District.
* I would like to build the Mausoleum at Halicarnassus and a +5 Harbor District is a no-brainer.
