Legion can't build railroads?

First game as the Romans, and I think the Legions road building ability is fantastic. I noticed that they're supposed to be able to build rail too. So I built a bunch of them and have not upgraded them for 100's of turns (playing marathon) so I can keep them stationed in cities to later have them build rail when the time comes.

The time has come... and they can't build rail over my road. Seriously this can not be WAI?

I'd consider it a bug when you show me where it says that they are supposed to build railroads.

That is only the Route To button. All it does is allow you to tell the unit to build a route from Point A to Point B. The help text is generic which is why it says railroads but Legion do not have the ability to build railroads.

... which seems accurate, as legionaires never built them in the first place (lots of roads though). So no, not a bug.

Got it. Still a small bug. The text should change to remove the comment regarding rail.
